Digital Transformation Maturity Model for Higher Education Institutions: A Qualitative Analysis of Assessment Frameworks
Abstract
Digital transformation (DX) in higher education institutions (HEIs) is often shaped in practice by assessment frameworks adopted by consulting firms and sector bodies. Still, these have not yet been synthesized into a single academic maturity model. In this study, we developed a DX maturity model for HEIs by analyzing the predefined construct labels in the included assessment frameworks and their grey literature. Through the semantic grouping of the assessment frameworks’ construct labels and the qualitative analysis of the corresponding grey literature documents, we identified eight main dimensions: strategic governance, digital culture, digital capability, digital infrastructure, data and insight, learning and teaching, service operations, and research and innovation. The model uses the four maturity levels commonly used across these assessment frameworks: Emerging, Established, Enhanced, and Mature. This study links assessment frameworks developed by consulting firms and sector bodies with academic research, providing HEIs with a clear way to evaluate themselves through self-assessment.
